Question / Help Fps locked onto 20fps.

Soo I am streaming Overwatch and I've got 200mgbs, GTX 1060 6GB, 8RAM, i5 4590.
I should be able of streaming decently right?
Well I've put my Bitrate onto 4500~, tried 4000 or even 3500 and 60 fps. But on stream while watching it it looks laggy, and when I press show video stats it says 20 fps.

Also, I tried 2500 Bitrate and it's 60 fps yes, but I don't wanna stream on that quality:(.
I thought maybe I did something wrong, pressed wrong button or something like that.

Shouldn't I be able to? Cause, my upload speed is around 7 mbps, and almost 180 mbps. Which normally I get around 200~, 205, 195, etc.
What's your suggestions?

Problem fixed, thanks Harold!!! It was because I was on an NA server, when I am from EU. I put it on Italy and fps is 60.
