I have discovered this problem which is only present in Windows 10 (since I upgraded last Summer) but the problem isn't in Windows 8.1 that OBS has been causing framerate issues when focusing on a game with GPU usage at max, but when I click away from the game window such as the video being posted, OBS doesn't have the framerate issue, even if the game is using all GPU.

EDIT: Turns out the GPU usage is only 95% when OBS Classic/Studio shows the framerate issues when I ran the game Depth while it's in focus. Depth alone used all 98-99% on my setup. VRAM isn't an issue because it showed that I only used 900MB out of 2GB
