Question / Help FPS Issue - OBS only, Game is fine

I'm having a really hard time tracking down this issue, and it only seems to happen when OBS is open. It happens at idle, with the preview enabled or disabled. Doesn't matter, I'm at a loss. Here is what I've tried:

I've tested with OBS open and closed, OBS lags my whole PC (mouse input and all), tried preview on and off, that doesn't help.
I've confirmed games run fine at 60 fps, no lag issues.
No input or lag issues when OBS is closed.
Freshly installed OS as of 3 weeks ago.
Issue seems to come and go, sometimes I'll have it, sometimes I won't.

Here's another log, not recording anything but my overlays and such. Disabling preview has no effect, vsync enabled when a game is launched, capped at 60 fps.
