FPS help, and explanation

I need help figuring a message I am getting from META, ( or FB live ). I am getting a message that says the FPS is too low and that it should be 15-60, but right now it is already set at 60, and I am getting a very low video quality. Ive had OBS for several, and this has not been an issue until now..

If OBS is not skipping any frames due to encoding or rendering lag, you could have an issue with the quality of your Internet connection.
