Question / Help Fps has Dropped Suddenly.

Hi, i have been streaming for about a year now. I have streamed from a laptop as well as a desktop. Earlier this month i noticed that my FPS in obs has dropped significantly. Whilst in preview mode it sits in a 15.97-16.3 range, when i start streaming it may or may not jump to 17 then drop to 15 again. I read another thread to this forum that suggested i move my FPS up from 297 to 60 and after doing that my fps only jumped from a constant 15 to a constant 18-20.any setting I could have missed or messed up for my fps to drop from 29.97 to 15 so suddenly?

I stream using a dell Optiplex 755
6Gbs of ram
Intel core 2 Duo CPU @2.20GHZ

You're using an old and weak CPU in the first place; OBS Studio is CPU intensive and a dual core CPU at 2.2GHz isn't going to cut it.
