Question / Help FPS Drops in every game

All games are unplayable while OBS is running in the background. Does lags start when I move my mouse. I've already tried some things but nothing helped. Can anyone help me?

Oh sorry I see.. My graphic card is already running at 16x and I tried to limit my fps ingame but nothing changed.
