Question / Help FPS Dropping Problem

I've been streaming for 19 minutes @ 30fps on a resolution of 1920x1080 scaled down to 1280x720.
I'm streaming at a bitrate of 1800 kbps and cpu preset of veryfast.
My stream kept stuttering because of these dropped frames, I had around 40% dropped frames, out of roughly 34000.
I have no idea what's causing this but I would be glad if any of u can help.

Then your internet provider is screwing you over.

I've spoke to my ISP about it and they said I'm not being throttled... weird.
I don't experience high ping issues or anything like that but the upload is 3Mbps pretty stable.

I think I found the problem but have no idea how to fix it...
My bitrate is set to 1900 kb/s but when I look at OBS I see only around 400 kb/s in the bottom right corner,
even when not idle.

speedtest.net results aren't relevant here.

Did you test using the twitchtest utility?

Yes I have, Frankfurt was the best with 85 ping and 3222 upload.
testmy.net showed me 3.1 Mb upload, and I've ran the test on the 100MB of data option.

With a quality of what?

the ping is irrelevant.

All of the servers around me have a quality of 60.

Below 80 you have a greatly increased chance of dropped frames.
