There's no stream or recording attempt in that log, and you provided no information on what you're trying to do.

I stream on twitch and play H1Z1 at the same time the FPS goes down every time i am in game the FPS can go between 20 - 30 and I drop no bitrate I have tried changing server and updating network to wired but it still happens

Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

I was in game and it just goes down every time i move alot
This just started today for some reason

You didn't follow the directions. You need to stop the stream before uploading the log so the encoding information is added.
