Question / Help FPS Dropping heavily in CS:GO with OBS just being opened

For about a Day now OBS just being open causes CS:GO to drop frames heavily, going from almost 300 FPS to 40-60. Closing it makes the FPS go normal again.

Core 0,2,4 and 6 are used almost 100% constantly while 1,3,5,7 are at around 10% each with small spikes every once in a while. CPU total usage is around 60%

My Setup:
i7-3770k @ 4,4 GHz
GTX 1080 with Driver 378.92
Windows 10 x64

Reinstalled OBS now and reinstalled my drivers with DDU. It happens with both Display Capture and Game Capture, but only if there is a scene, when I remove the scene I don't get any drops.

Did some further testing, the issues don't go away when closing CS:GO, I have to restart it without OBS being open in the first place to make the performance better. Disabling the preview and setting the FPS to 30 also does nothing.
