Question / Help FPS drop in OBS but not in game (windows10)

At the beginning sorry for my english!
Ok, guys, I install windows 10 and OBS Studio 16.6 on my PC. I set settings in OBS that I have before on my Windows 7 (1080p / 60 FPS)and start streaming. This is my PC configuration:
MotherBoard - ASRock Z97 PRO4
CPU - Intel Core I -7 (4790)
GPU - PCI-E Sapphire AMD Radeon R9 270

No problem on this step and it`s ok. But when i start streaming GTA 5, my viewers said that was a terrible lags like slide show on my stream. I checked my OBS and I saw 15 FPS in it! But in game FPS is ok! There were no such troubles on Windows7.
I tried a lot of methods to fix the problem, but nothing helped me. I have the latest version of all drivers. i was upseted a lot. Reinstall my Windows 7 and now its ok! But i wanna stream on Windows 10 =( Can u help me?

Update OBS.
Now your shortcut will launch OBS 64 bits.
Try again

If lag: encoding preset Superfast

The main issue appears to be overloading your GPU. Make sure vsync or a frame rate limiter is enabled, check that your GPU isn't maxing out while OBS is running.

Doesnt metter about game config and OBS config. FPS dropes every time only in OBS, not in game actually. Here it is my new log.
Some new ideas what shall I do?
All what I`m doing on Win10 I did on Win7 and its working great!
By the way I have 2 monitors, but it doesnt metter , I have such problem even with 1 monitor =(

It does, actually. That's why I made the suggestions I did. Asking for support and ignoring/arguing with the people trying to help isn't going to accomplish much. Good luck with your issue.

bro, i tried to set the config of GTA on minimal and the config of OBS on 30fps 720p. The same result =( FPS dropes

Not sure how you'd see a steady 60 with your GPU maxed out. If you put GPU-Z on your second monitor while you play and switch to the tab that displays the performance graphs does the one for GPU usage stay at 100% the entire time you play?

Guys i need help. I reinstall Win 7 and now its OK! GPU load 99% in Win7 but it doesnt metter OBS works stable 1080p/60 fps. Whats wrong with Win 10?
