Question / Help FPS Drop Even When Idle

I have an issue, where even when I'm not streaming/recording the fps of OBS can't stay at 30fps. It's extremely frustrating. I've attached my log file and a screenshot here so you can see what I do.

Log?

The preview does use up CPU because OBS is a compositor, so it puts all your scenes into one image, using up CPU.

I know it uses CPU but my question is why am I seeing the FPS drop when my CPU utilization is nowhere near peak? This just started happening as well, so I'm not sure what would have changed.

Can you post a log of a recording?

Grab a trial version of pingplotter and check for PL and Jitter to a few different places. I just went through the same thing and the ISP (Spectrum) is my issue. It seems that its nationwide since the merger.
