Question / Help FPS counter drop in obs

My problem is I can stream gta at 720p 30fps but obs frame rates randomly dips lower than 30 and the frames are also in decals for example 16.29 fps. Happens for every game with vsync on and off. The only fix I found was to cap my game with vsync to half witch is 30fps to match obs frame rate. This happens with both encoder x.264 and nvenc. This is not a internet problem.

1080p downscaled to 720p
30fps
2000bitrate
preset: veryfast
profile high

internet connection speed 12 mbps up 90mbps down

While the above link MAY work for some, it will probably not fix the the issue the original poster (and MANY others) are having.

I can also confirm that the latest version of OBS drops FPS.

Before the latest 19.0.2 OBS update I had no problems with OBS streaming at 720p constant 30fps using the NVENC encoder.

Now OBS drops FPS into the 15 - 20 range with no other changes to my setup.

Aside from OBS memory leaks (27 during my last broadcast in the log), there seems to be an issue with the newest OBS version.

And before anyone suggests turning off Game Mode in Win 10, I already have that stuff fully disabled in the new version of windows.

I love the program and appreciate all the work you guys do for free, this is more to draw your attention to an issue present in the latest version.
