The x264 preset controls the amount of compression performed on the video. More compression means more quality for the bitrate and more CPU load. ultrafast performs the least compression and results in the lowest quality for the bitrate out of the available presets. Ideally you'd use crf as your rate control method and then bitrate can be handled by the encoder instead of set manually.
