The last Version i found it was 22.0.2

actually i only can do that, because i have one last version of "streamfx" in my portableapp-Configuration before it's gone behind a paywall.
i don't know which Level its automatically gone, but without i can set this high as i can, without an Option to set it elsewhere, Records are capped on the max of you can see in the Screenshot not "120MB/s" it's always then "40.0MB/s" which is really bad for Records with nice Picturequality
For Streaming i think it's okay, but for Records that isn't nice

Edit:
here you can see, we can have 120.0mb/s with streamfx, thats my settings with streamfx i got you in the screenshot

Edit2:
if i test with a clean, actually release, it's only 40MB/s max, here i have screenshots of this

Level is set automatically based on other parameters. It is only informational, it does not affect quality.

that is strange, because i was always went this way so i can have at this point 120 or 100 MB/s
i was seeing a Different, after upload, about the processing from youtube differences between 40 MB/s Records and 100 or 120 in compare with a 40 MB/s Record.

Edit:
before i upload to youtube, i got encode with StaxRip to have Resize over "Spline36" which is the best resize Filter for Gaming-Videos on Youtube
to get after the youtube/google - processing best quality to play up, with the 1440p-Switch
--cqp 16:19:19 --codec h265 --tier high --qp-max 21 --chroma-qp-offset 4 --max-bitrate 0 --aq --aq-strength 8 --aq-temporal --bframes 2 --lookahead 32 --colorrange limited --output-res 3200x1800

@R1CH
as far is i know from my experiences, "overall bitrate" is meant average of bitrate and with 40.0 MB/s instead of 120 or 100 MB/s exactly this ist capped as max out of 40.0 MB/s, for Streaming on Twitch it isn't a Problem (6000 kbps) nut for nice quality Records for YouTube-Upload it's killing a lot of Quality.

in case of you Link, in the table of wiki
Unbenannt.jpg
40 isn't enough for 1920x1080@60
I have to set manually at mine at Level 4.2, but not Level 3

best regards

Edit:
i can't edit my last post, sry for double-posting

i test it again, do record videomaterial that shows it up
clean actually OBS
settings clean.jpgresults in from settings clean.jpg
it's a Bottleneck for really nice quality after any workflow on youtub that you see in compare, after my way to get the best qualit on Youtube for records with StaxRip.
Thats it should be, the FFMPEG-Settings over StreamFX do the right too, i don't have to set it up manually @R1CH ;-)

Settings that good in function with StreamFX.jpgthat had to be.jpg
I think you see the really big diffencres between the MediaInfo's of the two Records from a same Seen in CoD 1, i gone 2 records the same, click on record, starte the game, click "continue" and it loads an i looked and was gone the same Positions i mean.

What i see, is the Automatic has a big mistake in automatic in stock in OBS Studio;
Maximum bit rate is wrong on maximum from "40.0 Mb/s" and thats capping the Overall bit rate, in this scene to the half of Bitrate.
As far as i know the overall bit rate, is "average Bitrate" as like FLAC for Audio or like mp3 too

Videomaterial what is complete not soo much dark, thats suffers enormously, like "GTA V" as an Example

I copied your settings and cannot reproduce any kind of bit rate limit. The 40 Mbit is just informational and not a limit. If your content doesn't require over 40 mbps to encode at the selected quality, it won't go above that. You can set a lower CQ level if you want higher bitrate.

I used 16, just with high motion content that required a higher bitrate to look good.

@R1CH i testing "20" standard-Settings from OBS 29.1, thats not nice, hm...
as far as i know a higher setting instead lower, is not better qualit, lower Numbersetting is better quality

best regards

Edit:
i was giving "lossless" a try
lossless.jpg

Edit2
With lossless i think i can live, but i think when i want to use Videpad from NCH Software, then i can't use it -.-

With AVIsynth script, to cut and converting etc. over an Scriptmaker i use i can work with virtualdub to set the Frames to that.
That i can't use such Program then like Videpad to Cut and things thats then not so nice

gives it any chance that i can set the Level higher ?
An Argument for the link over the "OBSPortable.exe" or so ?

best regards
