Foolower plugin re-scripted for OBS?

Hey,

I need someone who can make a plugin or give me a link to an existing plugin
which should be a replica of the Foolower plugin for teamspeak (source: http://forum.teamspeak.com/showthread.php/49940-RELEASE-foolower-foobar2000-volume-control)

What it does? Basicaly, lowering the volume of foobar2000 when I or others in TeamSpeak speak and reset it, when all stop speaking. Since I need it for OBS, I only need it to work for my own microphon.
If you are interested in making this plugin for OBS, you will probably need foo_winamp_spam, a plugin for foobar.

I really need this plugin for OBS, so I can use it without having to use TeamSpeak.

I would pay 10€ (11$) for this. The payment is low, but so should be the script.

I know about scripting this shouldn't be take much effort and there is already a source the scripter can look at and every feature can be left out except the general one (the ducking when using mic) I pay 10€ for it. The price can change according to effort put into the script. (my price can of course, only get higher)
