Followed guides, still crazy lagged frames.

I am at a loss. I have followed everything that I have read in these forum and videos. yet I still get a ton of lagged frames. I am using an i7-6700HQ running at 3.2ghz and a GTX 2070 Super in an external GPU enclosure. I have all the settings in my game cranked way down and I have cranked my stream settings down a ton as well. Doesn't seem to make a difference. Is there something I am doing that is killing it?
