Question / Help Fluctuating Upstream Issues

I recently switched ISPs to Suddenlink so I could stream, getting a 200 Mbps down/20 Mbps up package but after the install I had upstream issues. Even though I should be able to stream steadily at the max 3500kbps bitrate I'm having fluctuating bitrate issues streaming at 2500kbps. First thing I did was call my ISP and explain the issue to them and they sent out a tech to check everything out and it appeared the issue was that the installer didn't set up a new line drop so they came out and did that and it, in combination of switch Twitch servers, worked for a bit.

Unfortunately the other day I had the same problems again where my bitrate would fluctuate so I called my ISP again and they said I was having packet loss issues and had another tech come out and check everything out. The tech said they would schedule a line sweep for this Wednesday and see if that fixes it, he also installed a coax-splitter saying it should improve my speeds a bit.

What I want to know is if it's anything perchance on my side. Everything is hard wired so I just don't get what it could be.
I'll list my hardware down below and include pictures of the Twitch Inspector bitrate log from my most recent broadcast and the report from a 64k 3min Twitch Bandwidth Test (results are a bit different than they usually are, most likely because this was taken at night. I'll take another one tomorrow during the day) so that someone can maybe identify what might be causing the issue.

CPU - Intel Core i3-550 3.2GHz Dual-Core Processor
Motherboard - MSI H55M-E33 Micro ATX LGA1156 Motherboard
Memory - Mushkin Silverline 4GB (2 x 2GB) DDR3-1333 Memory
Video Card - EVGA GeForce GTX 560 Ti 1GB Video Card
Capture Card - AVerMedia (C027) PCI-E Capture Card
Router - TP-Link N300 DOCSIS 3.0 (8x4) Cable Modem Router TC-W7960

Any and all help is greatly appreciated, I really just want to be able to stream.

Number of dropped frames due to insufficient bandwidth/connection stalls: 16137 (38.3%)
Number of dropped frames due to insufficient bandwidth/connection stalls: 400 (37.2%)
Number of dropped frames due to insufficient bandwidth/connection stalls: 362 (21.1%)

yeah its definitely a connection issue if you haven't changed anything with your pc I would have to say its the new isp.

http://www.pingtest.net/ I would try this and see if you get any packet loss or high jitter.

Just to give you a heads up from someone whos been through this, sometimes it can be a real nightmare to get this resolved if its something like a node issue

How would I know if it was a node issue and if that's what it is how do I fix it? Also I have the report from a 64k 3min Twitch Bandwidth Test that I took during the day.
