Bug Report Flickering monitor while streaming

OBS Studio v19
happening for months now.
I have a dual monitor setup.
The same monitor always flickers while the other one is fine.
I even tried using a new scene with NOTHING in it. Just black.
Still flickers. It begins as soon as YouTube receives the feed.

monitor set to 60hz. OBS set to 30 FPS

Any ideas?

I discovered the answer.

Firefox does not like suing hardware acceleration with certain YouTube Streams.

Turned off H/A and the problem went away.
