Fixed Size of Text(or other)-Fields.

Hello, I need someone who is able to make a plugin for me. When installed the streamer must be able to create f.e. a text field which has a fixed size and cannot be resized. It also shouldn't be able to move it out of the screen. Is this possible?

If done well I don't mind paying for it :)
