Bug Report [Fixed / Derp] OBS massive GPU Throttling after hooking game process. (Win10)

Woops - enabling Multi-adapter compatibility fixed the issue, and here I've been having this problem for months. Derp.

Hey, I've been unable to use OBS for a while because of a problem causing my GPU to throttle so much that my FPS completely tanks.

After hooking a game process/output, it starts to throttle my GPU which doesn't stop until OBS is completely shut down. Removing the source, or hiding it, does not work either.

This is very inconvenient as I try to use OBS to record in 1080p/60fps, which isn't possible when it's tanking my FPS.

You can clearly see the core clock dropping from 654 to 392 after hooking.

All my drivers are up-to-date. AMD Graphics Driver version 16.15.2401.1002 B3-1604291a Rev3 (aka 16.5.1)
