I'm a first time user and I've been through many tutorial videos for both regular OBS and studio/multi-platform but can not seem to get it to record smoothly. Just got this PC and it should be able to handle this with out issue. Here are the comp specs.
AMD A10-7700k Radeon R7 10 core 3.40GHz Processor
8GB ram
Windows 7 Pro 64bit
Nvidia GeForce GTX 750 Ti

I've worked through black screen issues among other things and now basically my main problem is that it records a frame every 10 or more seconds depending on the game. I've tried putting Keyframe to 2 intervals and PCU usage preset to Ultrafast which I've read a few places shouldn't need to be that high. It was better but a frame every 2 seconds is terrible. While recording and actually viewing it in the preview screen it's just fine but playback is horrible. Games I'm playing are Call Of Duty Zombies (World at War) and Ark. So far those are the only 2 I've been using to set this up. Here is a log from Ark the other day on Medium graphic settings which seemed to record just fine until playback when it was a frame every 5 minutes, Audio was on point though with no issues and has always been such.

Any help is appreciated

Your log doesn't contain an actual recording session.

AMD APUs are quite shitty (I'm just honest here to you) for live video encoding.
This processor will not be able to handle 1920x1080 @ 60 FPS even with Ultrafast.

Try using the resolution downscale (you might need to set it really low) and see if it helps.
Settings > Output > Scaled (Output) Resolution
