Final Request for help for Stream Stutter

The Problem: A stutter with no apparent cause that happens 20-50 minutes into a stream, shows up first in the preview then in the stream after a few minutes, and may last 10 or more minutes, regardless of capture method. It happens in every streaming software and presents pretty much the same in all. The only program this isn't present in is Mirillis Action, but as it has limited functionality it isn't a viable option.

The symptoms: I'm not bothering with a log, as there is no information in there that points to any issues, No skipped/missed/dropped frames, no errors, nothing. Happens regardless of how high or low settings are

I've included a list of the system specs of both PCs and a short list of some of the things I've tried. I run everything 1080@60, with vsync on. I've tried with it off, doesn't fix the problem. The two computers share no real similarities other than running windows 10. I've ruled out network, power, and hardware issues. It's not a dx12 issue either, as it can happen with a game on any engine, and without a game running at all. It happens even if I send the other pc over NDI. It happens even if I use a capture card.
