Bug Report ffmpeg newer than 1:4.1.4.-1 breaks bitrate setting

I wanted to report a bug to the ffmpeg-bugtracker but they require the commandline and output for a valid ticket.

Using ffmpeg 4.1.4 (package version 1:4.1.4-1), my bitrate (set to 4500) fluctuates between 4000 and 6500 whch is fine. But upgrading ffmpeg to either 4.2.1 or git master results in an unlimited bitrate usage. Streaming a black screen uses around 100 Kbps where games with motion use up to 12000 Kbps (my maximum upload speed) and basically every frame is dropped.

I'm using OBS to stream on Twitch with those encoding settings:

Unmarking "Enforce streaming service encoder settings" does not change the behaviour.
I am aware that this issue might not be in OBS but since I don't seem to have every information needed for a valid ticket at ffmpeg.org I'm reporting it here.
Maybe there was a change in how bitrate needs to be specified and there needs to be a change in OBS.
