Feeding output of OBS to an HDMI monitor over a network

Is there a cost effective way of achieving this, say for about $300 ? I've looked at using NDI but decoders from NDI to HDMI seem very expensive. Also, I'm only familiar with NDI over Wifi, I don't understand how it works over a wired connection - or rather how does one configure it to work that way.

You can archive that using OBS NDI output(source) and an Apple TV(destination) running "Sienna NDI Monitor" app close to TV. Both devices have to be on the network.
