Feature Request: Allow setting half second keyframe interval in the advanced UI.

Simply put a .5 option between 0 and 1 in the UI where Keyframe Interval is set.

Or allow setting it via number of frames instead of by seconds. Perhaps make it a toggle to choose between frames and seconds. Frames would be static for all framerates, so probably shouldn't be the default to avoid a conflict with streaming services that want a specific time duration instead of a specific gop size (Twitch wants 2 seconds regardless of the framerate).

Current help thread that is being hindered by the lack of .5 second option in the UI: https://obsproject.com/forum/thread...ilar-shadowplay-footage-does-not.74310/page-2

YouTube requests a "GOP of half the frame rate" as its recommended setting: https://support.google.com/youtube/answer/1722171

The only known workaround of setting a custom x264 command only works when x264 encoding is being done.
