Ok, I am going nuts... I can't stream above 3500k bit rate on twitch. I want to stream at 1080p 60fps. Anytime I go over 4000 (e.g. 4500), my bitrate flies between 8k and 2k - the twitch inspector chart is all over the place. I drop around 20-30% of my frames. Massive instability. I have spent days trying to figure this out, and have nothing. Here's what I've tested so far...
It's not my internet: I'm on 1GBPS /50MBPS (down/up), and get 800+/40+ MBPS all day long.
It's not my ISP throttling me on twitch: I have tested using a VPN (which restricts my download to 50MBPS, but I still get 40+ on upload).
I'm in Australia. I am connected to the Sydney ingest server (have tested the ping, and get 10k+ bit rate to each of the available servers. This is a score of 100 on r1ch's twtich server tester).
So let's assume network is OK, incl. Router, cables, firewall etc.

I have a Ryzan 5600 CPU. This is the weak point, but it never gets over 30% in task manager, and i dont get any encoder warnings. GPU is 3060 NVIDIA, and have tried both using the NVENC encoder and x264. Idential problem. 32GB RAM. Lots of SSD space available (>50% free space) I'm streaming Just Chatting.
I'm running OBS as a priority application, in admin mode - no difference.
I've turned off game mode.
I've reinstalled latest network drivers, CPU chipset driver, GPU driver. No help.
I am running 2 monitors, one at 60htz one at 30 (a projector). However, the problem persists even when only running 1 monitor at 60htz.
Some things im yet to try...
I have not checked if I have disabled "start up windows quickly". I will.
I am running about 20 scenes in OBS, mainly just media files and the same camera source in different pages with different filters. I could just try with a completely fresh OBS profile and just have some text scrolling.
Regardless, does it sound like an encoder issue? Hardware is lacking?
I've read the threads about why else it can be, and short of replacing hardware (comp is a month old) I don't know what else to try? Given that I'm almost certain it's not a network problem, surely it's just a case of getting faster equipment? Perhaps I should just get a faster CPU?
