Failed to open NVENC codec when streaming + Very pixelated and laggy video stream

Hi everyone, I encountered two problems:

1) When I start to stream using my Nvidia GT645M, it said "Failed to open NVENC code: Operation not permitted" and forces me to use x264 as the encoder instead.

2) As I load up my media onto OBS, the audio is fine, but the video was very pixelated and lagging every second. The image almost doesn't move, even when the audio is playing fine in the background.

My computer is running Windows 7 Ultimate

If anyone can help, that would be great! Thank you!

Go do research to determine if your GT645M supports NVENC. It is up to you to know whether your GPU hardware model supports onboard encoding or not. The likelihood is that it doesn't and thus why you are getting the failed NVENC message. If it doesn't support it, you are pretty much screwed with that laptop of yours.

In addition to @Sukiyucky: You have an ancient Nvidia driver version 297.07 installed. Nvenc in general is supported with current drivers > 400.x. Windows 7 is not supported any more as well. Please update your system software.
