You CPU is too weak for OBS. So your GPU. It can´t even get listed by OBS.

You need a new PC.

I'm having the same problem. It worked on my computer before, but I'm getting the message now for some reason

Omegaa, as far as I know, OBS Studio does not worj on virtual machines. I don´t know is Classic version worked, but I don´t think so. Anyway, using OBS Classic is not recommende as is discontinued development.
