Failed to init HW frames context: Cannot allocate memory in Pop!_OS

I installed OBS both through the Pop!_Shop and the terminal. When I try to record with FFMPEG VAAPI, i get this error message.

I checked the log and it says this in the end.

I try to google the error message but I can only find another post that also has a similar issue, but there are no response in that post.

Here are my specs, i also checked if i had the latest drivers, i did. R9 270x is my GPU of choice. I uninstalled OBS multiple times , did not fix the issue, it only happens if I use VAAPI. I provided the log file if anyone wants to see it.
