Earlier, I was looking to stream some stuff, then the message "Failed to create aac streaming encoder (simple output)" kept showing up. After looking for ways to fix it, still no luck. Any help?

Looks like you have some overly aggressive antivirus blocking OBS from loading the proper functions, or your install got messed up. Try a reinstall, and whitelist OBS in any AV you have.

Well, I did my install different, I installed OBS without running it, then I repackaged it in a custom installer to get past the admin requirements for someone who did not have admin privileges, with the shortcut leading to %Appdata%\OBS\obs-studio\bin\64bit\obs64.exe and starts right outside bin.
I don't know if that's why, but I somehow got it working once, then it started doing it again.
And I also whitelisted it, it kept doing that.

It might not be setting the proper working directory. Try flagging portable mode with -p on the shortcut.
