Sorry to necro this thread, but I have a similar issue. (I'm on Ubuntu 18.04 though.) I'm trying to stream from OBS studio to YouTube via a Verizon mobile hotspot and I get the "Failed to connect to server" error. I've tried generating fresh keys for various stream qualities, and I also tried all of the different options in the "Bind to IP" setting in Advanced. All give me the regular failed error, or this:

>Failed to connect to server
>The connection timed out. Make sure you've configured a valid streaming service and no firewall is blocking the connection.

Some of them take longer to give me the error than "default", while others are instantaneous.

If anyone has any ideas of what to try, or knows what more information I should provide to help troubleshoot, help would be greatly appreciated!

Sorry again. I managed to get it working just by connecting to a VPN. Seems like Verizon doesn't want you streaming from your mobile hotspot, which is stupid, because otherwise I would be streaming higher quality directly from my phone and using more of their bandwidth. Big dumb IMNSHO.
Hope this helps someone else!
