So I had streamed successfully earlier in the day but once I changed the delay it no longer works (I have re-enabled it to no avail). So I am confused, and I am to go Overseas in the next couple of days, so I would really like to stream some more.

Bind to IP settings is incorrect. Settings>Advanced>Network>Bind to IP check this setup.

Probably, it was temporary issue with the facebook server. Try to connect later. Also, there is guide: https://obsproject.com/forum/resources/how-to-stream-to-facebook-live.391/ make sure that all settings is right.
