Failed to connect to server - I've tried everything I know to try

When I got my computer, it had some issues restarting when I ran apps that pressured the system (games, graphics, etc.), but it ran OBS just fine and I used it nearly every week to live stream on YouTube for close to a year without a single issue. In December (2025) I sent the computer back to the factory to fix the issues (apparently a fault in the memory), they replaced the memory and sent it back. Now I can play games and do graphics and video editing with no problem, but OBS won't connect anymore (Failed to connect to server)
I live in China and use a VPN and wifi to stream - sometimes I drop a frame or two, but like I said, I've been doing it successfully for over a year with no major issues, same ISP same everything. The Log Analyzer shows no critical issues- it's probably something simple and obvious to someone out there, can anyone tell me what I'm missing?

So far, I have:
• Reset the stream key
• Tried both the primary and backup ingest servers
• Turned off the firewall and added inbound/outbound exceptions for OBS
• Power cycled the modem
• Set "Bind to IP" to Default
• Updated Windows 11 to version 25H2 (from 23H2)
• Uninstalled and reinstalled OBS (v 32.0.4)
• Ran the program as Admin
