every time I try to stream to Facebook i get and error saying failed to connect to server. the error pops up to fast for it to be a connection timed out issue. can someone please help.

Go to Settings -> Help -> Check for updates! I have fixed this problem when I Updated OBS

That snap version of OBS seems to be missing mbedTLS support, so it cannot stream to Facebook.

The official Windows builds have mbedTLS support, so that is not your problem. Most likely a MITM antivirus is interfering with the port 443 RTMP stream.
