Facebook Streaming Pixelated

I used to stream HD no problem however as the last 2 weeks my streams are heavily pixelated or blurred. I have seen dips in Bit rate but even in SOLID green the stream still looks like trash. I suspect a Windows update but I am out of ideas. I have tried reinstalls, Various resolution changes, downscale no downscale, screen resizing EVERYTHING. The entire stream is heavily blurred.
I don't have luck usually on these forums, so this is a hail mary to hopefuly find something obvious that will be an instant fix. I dunno.

Reallly!? Can no one come on here and give me some guidance? I have musltiple streams scheduled and I cannot get OBS to work as it did? At least give me some info on how to go back a version.
