Extremely poor quality although Internet bandwith availability

I had this situation several times during last months:

• Had enough available bandwidth, speed test reported 20+ mbps upload speed.
• Bitrate set to 2.500 kbps.
• Started streaming in normal quality or (in other cases) directly in poor quality.
• Network indicator was green.
• Although I had no sign on my screen, streaming quality was or went (after some time) really poor.
• Killed OBS from Task Manager, open it again and continue streaming in expected quality with NO any other changes.

• I started with normal quality.
• After some time I had low quality.
• Trying to lower bitrate a couple of times, OBS was freeze, so I had to kill it from Task manager and continue.

Any ideas would be much appreciated!

I had another incident, started streaming with low bitrate although it was set to 1.5 mbps.
After restarting OBS, with same settings, I had no problem.

This is a very important problem for my work.
I would like to pay someone to support me to find the cause of the problem.
