Question / Help Extremely low fps on newer versions of OBS Studio

So I tried updating to 19.0.3 from 17.0.2 and on 17.0.2 I had no problem streaming at a consistent 60 fps, but with 19.0.3 I'm at 0.33 FPS and that's not even streaming. I tried looking but I found nothing that helped my issue.
