so i have never had this problem until i decided to open obs now. it was working fine a week ago and nothing to my knowledge has changed. i got a new antivirus but i can't imagine that's causing this.
the problem is that obs sustains anywhere from 0.01 to 7 or 8 fps at all times. sometimes for a split second it will jump up to 30 and then go back down. it's using very low cpu, less than 1% most of the time. whether i'm recording, streaming, or not doing anything, the fps remains low and useless.
