So Today I did a clean wipe on my hard drive and reinstalled windows 10 so I re downloaded obs studio when I opened up the application my cpu usage sky rockets from 3% to 90%without even having anything previewed or any settings I am positive that this can not be down to my cpu as I have a i7 2600 which while an aged processor I have been able to stream LoL 1080p 30fps 3500 bitrate with x264 encoding while only capping at 60-70% cpu usage. So my hypothesis was that maybe the reinstall affected all my hardware so I ran a cinebench test and got a complete normal score of 614 and all my games run as good as before. So now I am left here in the forums wondering for answers.
