Extremely High CPU Temps Only While Streaming

Hey Guys, Whenever I’m streaming I’m getting excessively high CPU temps on my stream pc. These temps go anywhere from 80c to 90c after 5 minutes. CPU Usage remains relatively moderate, anywhere from 40% to 60% usage. Eventually SLOBS just crashes from what I assume to be thermal throttling. I’ve done multiple things to try to fix this issue. New heatsinks, reseating hardware, swapping cases, etc…

I use a dual pc setup and the hardware for my stream pc is:

CPU: i7 4790k
GPU: GTX 760
Mobo: Asus Z97-A
PSU: Cooler Master MWE 550 White
Capture Card: Elgato hd60 pro


Idle Temps are 30c to 35c
Stress Testing the CPU with Intel XTU temps range from 60c to 85c
But streaming for 5 minutes makes temps 80c to 90c, and eventually an SLOBS or System Crash
Everything in terms of drivers should be up to date. Having SLOBS open still has 30c to 35c, but only when I start streaming to temps spike. So, what can I do to fix this?
