Question / Help Extreme video stuttering on high-end computer

Hello!
I recently updated my PC to a decently high end hardware setup. I have Windows 10. My specs are the following:
  • CPU: AMD Ryzen 5 2600 3.4 GHz
  • GPU: Gigabyte Nvidia RTX 2060 gaming OC Pro
  • RAM: 16 GB 3000MHz
I was trying to record some gameplay of Fortnite today, and so I went over on YouTube to find the "best settings" to use for OBS... I used these recording settings:
  • Type: Standard
  • Format: mkv
  • Encoding: NVIDIA NVENC H.264 (new)
  • Control frequency: CBR
  • Bitrate: 30000
  • Keyframe interval: 2
  • Preset: quality
  • Profile: high
  • Look ahead on
  • Psycho optimization on
  • GPU: 0
  • Max B-frame: 2
  • Base resolution: 1920x1080
  • Output resolution: 1920x1080
  • Downscale filter: Lanczos 32 samples
  • 60 fps
When I checked my footage, it was EXTREMELY choppy, or even got stuck in some parts... Completely unusable!
I tried to change some settings (like bit-rate, or changing resolution to 720p), but nothing.
On one of the many logs I got, it said:
  • Lagged frames due to rendering lag/stalls: 29.3%
  • Skipped frames due to encoding lag: 55.3%
I have read some people say that I need to change some settings in the Nvidia control panel, could that be the issue? I am using game capture, too... Performance on the game is very lightly affected, I can keep around 120Hz on average (meaning it normally stays at 144hz, put sometimes dips, but it's normal).

I can only tell for my AMD setup, but that doesn't like a fixed keyframe interval, when I set it it get's stuttering with 1-2fps on the record. Try to set that to 0 (auto).
