Question / Help EXTREME Stream FPS Drops

Hello, I've basically tried everything at this point. Messing with my OBS settings, changing my internet settings and at this point I'm desperate. So everytime I try to stream on basically any platform I get insanely high stream FPS drops. In OBS it averages out to be around 50-70% dropped frames which is ridiculous. Currently I'm trying to stream at a 3000 bitrate which should be doable given I have around 25 Mbps upload speed and my computer is a higher end computer. I just want to figure out how to fix this problem because it's making it so I can't even stream at all. I would also like to point out I stream over Ethernet too.

Video Bitrate: 300
FPS: 30
Based Resolution: 1920x1080
Output Resolution: 1280x720
Downscale Filter: Bicubic

Computer Specs:

Processor: Intel Core i7-6900k
Graphics Card: ASUS GeForce GTX 1080 8GB
Motherboard: ASUS LGA2011 Rampage V Edition 10
Power Supply: Corsair AXi Series, AX1200i
Ram: Corsair Vengeance LPX 32GB (Total of 64GB)

Internet Specs:
Xfinity Internet
Ping: 7
Download: 354.47 Mbps
Upload: 24.47 Mbps

Talk to your ISP
All Twitch servers are Quality = 0 ( You need more than 70)

I already have multiple times. I told them I was experiencing upload packet loss but they just told me they weren't seeing anything on their end so they didn't really help me at all.
 
Claire, you said your ISP is Xfinity right? I also had this going on which started this Sunday and even with numerous resets, contacting support about it, and heck even a new modem, I'm still getting 0 quality across every Twitch server which was never like this before. I'll see how Restream.io goes just to see if there's any changes.

EDIT: Restream.io didn't do anything to reduce the dropped frames at least for me.
