Question / Help Extreme lag when streaming (High end PC/Decent internet)

I get 2.5mbps upload speed (I'm on the best internet available in my area getting 100down but upload won't get better until NBN comes out in my area; rip AU net) and have a high spec PC (GTX 980, i7 4790k, 16GB) but whenever I stream CS:GO I get really bad server lag. Even when using only 2000 bitrate, players are jittering every where and my ping constantly fluctuates from 60 - 500 ms. If I'm playing an offline map with bots, I can stream at 2,500 kbps bitrate perfectly fine and the quality is decent. I was wondering if 2.5mbps just isn't sufficient for streaming? It's rather odd though, since when I was getting 0.4 mbps upload speed, I never got lag spikes in-game and if I'm only using 2mbps of upload bandwidth (to stream) couldn't I use the other 0.5 for CS:GO since when I only got 0.5 upload everything was fine?

It's advertised on my ISP's website that the maximum upload speed I could get is "up to 2mbps" and I usually get 2.6. There is nothing I can do about getting a better upload speed but I was mainly wondering if there was something junky going on with the bandwidth allocation?

Well for one you would need to post a log https://obsproject.com/forum/threads/please-post-a-log-with-your-issue-heres-how.23074/ to be able get help might need. Another thing to try is http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester you could also use the auto-config with OBS under Tools > Auto - Config and see what results may give you there. It is a trial and error. Some ISP say up to X amount, but might be over a little bit but mostly they offer up to that amount, but do check that twitch bandwidth test and post a log with them results.
