Error while trying to start stream

hey! i recently tried to start streaming again after a month or so of not streaming and i ran into an issue, i tried freshly reinstalling OBS, disabling HAGS, re-starting my PC, changing resolutions, etc. any help would be greatly appreciated. the error im getting is

An encoder error occurred while streaming:

NVENC Error: get_encoded_packet: nv.nvEncLockBitstream(s, &lock)
failed: 8 (NV_ENC_ERR_INVALID_PARAM)
