Error failed to start streaming

Help me. before instal steam element plugin, i can use obs

That plugin breaks OBS.
You have to uninstall it using the uninstaller they provide, then go to %appdata%\obs-studio\ and manually remove the files they keep in there for no reason but still interact with OBS causing issues.
At this point you have to uninstall and reinstall OBS in order to fix any other changes the plugin may have perform on OBS.
