i'm sure this has been asked, and i've checked many other topics, including here (no success)

Epic pen (drawing program) doesnt not show in OBS. both recording and streaming, ofc. Also, doesnt show in the OBS preview.
This means both the drawings, and the epicpen MENU bar thing.

I tried way many things and combinations, including aeros on vs off, window or screen display, changing order, etc
im win 7 64bit AND I HAD THIS WORKING ABOUT ~3 YEARS AGO (?), in old obs i suppose. i remember i also had trouble, but fixed it cant remember how.

*any change this is about the graphics card??

I'm sorry, but the app name Epic Pen is making me search for funny wordplays. I can't help. In fact, I can't resist giggling whenever I see the title of this thread.
I'm also sorry that I cannot contribute to the actual issue at hand. Try display capture and optionally mask parts of the desktop you don't want to show. This is the last resort if an app window cannot be captured directly.

And if you leave Aero enabled?

The link I gave you indicated that disabling Aero prevented Epic Pen from being captured. Your log shows Aero is disabled:

20:42:19.623: Aero is Disabled

The only way I got it to work was: set the window capture to EPICPEN DISPAY 1 (i got 2 displays) and change the method from automatic to Windows Graphics Capture. After that, add the filter Color Key to the EpicPen and the drawing should work. The only problem I am still having is to make the recording areas the same (without using full screen for the webpage) because I cannot find the Sub-region anymore.

Does anyone know what I could do to solve my problem? I cant get Epic Pen to be exactly on the page I am drawing, because of my Resolution. I cant get it to work correctly with crop. The problem is: The area for the page captured is smaller (because it is not fullscreen) and I cant choose the area to be captured for EpicPen. So I got EpicPen yellow line taking the whole monitor and yellow line for the page captured talking only the Page itself. When we had the subregion I could choose what area to capture, now I dont know what to do.

Well, the only way I got it to work was capturing the display, then crop the display to the size of the window you wanna show.
The good part is EpicPen will work seamlessly, the bad part, you cant move your window.
