Question / Help encoding shooting everywhere.

My encoding will start going crazy, thousands over my preset and thousands under. This happens at random. Everything else on the computer is running fine. no game problems or lag, no discord lag, no music lag. Here are my logs.
This problem started out of nowhere as well, as I have never had a problem stream WITH these current settings.

I apologize about the file I attached, I didn't know it was an issue.
However, I have already gone through the list and tried to fix this problem. This is an INTERMITTENT issue. Sometimes the stream will run fine for hours, and then this will start happening. I usually test the internet and still have 500/30 during these encoding spikes.

If anyone can look at the log and let me know if anything looks out of sorts please let me know.

damn i wish i knew what it was, comes out of no where. just been streaming for an hour and a half with no issues, then it went crazy again. no new internet connections or anything.
