Question / Help Encoding SERVER low FPS on idle; HD60 Pro not playing with OBS 22.0.2

As the title says, I have an encoding server (dell R610, dual Xeon x5570 processors, 16GB memory, GT 710 GPU) I converted to a low-cost streaming machine. The problem has been isolated to OBS not waiting to run at 60FPS when the HD60 Pro source is open at all, even when not streaming and just idle on preview mode; it instead wants to run ~25 FPS. Idle CPU use is ~12-15% regardless of what was going on.

I have done the following:
- Lowered bitrate to lowest via elgato software (no change)
- Lowered resolution to elgato software 640x480 (60fps)
- Ensured the HD60 pro is set to use 'device default' settings and everything is changed via Elgato software. Settings on software as default: PC / HDMI / HDMI audio / Standard color range / HD 1080P profile, allow 60 fps checked, quality max (also tested at minimum), covert/stretch not checked.
Seems like there is a bottle neck somewhere but I don't know where. I am not capturing anything but my static desktop. Picture & profile tabs are all default.

So, what do you all think? It could be the GT 710?

Yes, it's absolutely the GT 710. That GPU is powerful enough to render basic web pages and the desktop, not much else. You will need to upgrade the GPU.
