Question / Help Encoding Overloaded

Hello I use OBS to record video for youtube through my elgato on both xbox 360 and xbox one.
I have searched all over the web including the forums and tried many solutions some partially work others do not. so I figured I would sign on up and ask for myself.

So here is my computer specs:
Windows 7 Professional i5 Laptop
Processor: Intel Core i502520M CPU @ 2.50GHz 2.50GHz
RAM: 4.00GB
Type: 64-Bit

I am also looking for good setting to to stream. as I have tried to stream before but run into some of the same problems as recording such as the message at the bottom saying encoding overloaded... which caused my pc to totally go full retard and I have to restart it. But I also get blocky chunk all over my stream for my viewers, and lose stream health when streaming to youtube. So I will post my internet stats here as well.

Running OBS 0.16.6 32 bit. You could try 64 bits or, even better, update (latest version by default laubch 64 bits OBS)

Recording:
3:44:04 PM.369: Output 'adv_file_output': Number of skipped frames due to encoding lag: 3 (0.0%)
3:44:04 PM.369: Output 'adv_file_output': Number of lagged frames due to rendering lag/stalls: 10 (0.1%)


3:55:18 PM.884: Output 'adv_file_output': Number of skipped frames due to encoding lag: 1091 (3.4%)
3:55:18 PM.885: Output 'adv_file_output': Number of lagged frames due to rendering lag/stalls: 397 (1.2%)

48FPS? Use 30.


Record:

Simple settings
Record Quality: Indistinguishable
Encode: x264 low CPU or QSV (your GPU)
Format FLV (Afterward you can remux it to MP4 with OBS if you want)

Ok I did this and did not encounter the encoding overloaded message so I went on to record and recorded around 30 minutes of wonderful footage and went to view the recording file and it was completely ruined with blocky chunks all over the place making everything indistinguishable.

Post a new log from that recording attempt.
I think you have to downscale to 540p or even 480p and use 30 FPS, not 48.
Thanks for the help I fixed the issue about encoding overloaded while recording although I still need help about encoding overloaded during streaming.

I get 100% cpu usage when streaming and am forced to turn off my computer to get it to respond.

bilinaer filter (not really needed)
