Question / Help Encoding overloaded with just 28% CPU -_-

Hello everyone.

I was streaming and saw my Encoding Overloaded message resulting in tons of frame loss. My CPU was only 28% at that time. What is wrong and how to prevent such a thing?

I had nothing else open. I do my chat on a different PC even!

1) Disable Windows Game Mode.

2) Update OBS.

3) Use 64bit OBS instead of 32bit. (check start menu for shortcuts, both versions are installed).

On what resolution is it possible to stream and record at the same time with my laptop?
I record using hardware (Quicksync) and software for streaming.
